Shared review file prompts to save after publishing comments

Why does a Shared review file prompt it to be saved after the comments are published? On trying to save it will tell you that the shared location cannot be used for saving, instead if I would like to point another location to save. If I point to another location, this saved file becomes another copy that can connect to the shared comment. Not sure if comments can be published from the additionally saved file. If so, will this also appear for the others who are using the original file? Is this intentional? I don't think it should not prompt for a save after publishing comments.
