Is it possible to send a document with signature request to someone else to send to the group .  They want to add a cover letter.

You mean to say a document send out for signature and adding cover letter? Using Adobe Sign e-signature service, you can send the document for signing to larger audience. All you need to do is assign a signature filed for each user for signing.

Adding cover letter to a file received for signing would not be possible. Because editing along with signing will not be allowed. https://helpx.adobe.com/sign/using/modify-document-sent-for-signature.html
