Singular PDF from Outlook Email Instead of Portfolio

Question

I have a large volume of Outlook emails with attachments that I need converted to PDF. When I use the convert to PDF option in Outlook, I get PDFs of the emails that have links to the separate attachments.

Is there a way to configure the convert tool to have the attachments simply appended to the email PDF? I need a singular PDF file with the email and then the attachments, rather than a cross-connected portfolio file.

Also, I tried the instructions from https://community.adobe.com/t5/acrobat/don-t-want-a-portfolio/td-p/11827263

I unselected "Output Adobe PDF Portfolio when creating a new PDF file." The Attachments dropdown menu also is set to "Include all attachments in the Adobe PDF." But still, when I use the convert function, I only get the email PDF. I can click through on the attachments link in the email to the attachment PDF, but I need the attachments simply appended to and following the email.
