[SOLVED] Failed Conversion to PDF 1.4 Standard through Acrobat Pro and Distiller

Hi There,

I have been trying to convert to PDF 1.4 through Acrobat Pro and Distiller. 

I have tried combinations of PDF/A‑1b, PDF/X‑1a settings through Preflight and Distiller outlined by Adobe: https://helpx.adobe.com/acrobat/using/pdf-conversion-settings.html

- I also checked with Acrobat's Standards Conformance.

However, regulator's website still cannot accept because it perceived said converted pdf as 1.6, while it only accepts up to 1.4.

Your help is highly appreciated.
