some pdfs not read on android phone

Some PDFs can't be opened on my android phone. They're from good sources, and open fine on my Windows laptop.

The one that - like quite a few files I've tried to open from a browser (Firefox) - says (in Acrobat), "Error. The file could not be downloaded. Please save the file to local storage and then try to open it. OK" is a UN doc.

On the laptop it opens OK in a browser page (with English pre-selected in a menu tab) . The URL is https://undocs.org/A/HRC/41/54/ADD.2

On the phone, it goes to a browser page showing only a language choice menu. (URL the same: https://undocs.org/A/HRC/41/54/ADD.2)

When you select "English", it goes to an Acrobat page showing the error message.

(When you click OK, it goes to the phone's home page. The Acrobat page with the error message stays open.)

The link from "English" on the phone's browser language menu page is: https://daccess-ods.un.org/access.nsf/Get?OpenAgent&DS=A/HRC/41/54/ADD.2⟪=E.

I tried to open that in Acrobat on the laptop. It said it couldn't open it because it's either an unsupported file type or a damaged file, eg, incorrectly decoded.


I can report that this is NOT an XFA, but a normal PDF. The site, however, tries to be very smart. It obviously tries to detect a mobile device (it works on my iPhone in Safari), but it does more than that. I can see it does something unique to Chrome if I use Chrome, for example. So, it is probably necessary to report this to the web site.

There are two different responses when they don't open. The most common is, "Error. The file could not be downloaded. Please save the file to local storage and then try to open it. OK"
[When I click on OK, the page closes, and that's it] The other one is, "Cannot display PDF. [Name. pdf] is of invalid format.". In all cases, the file, including the name, is OK, and opens fine on my Windows laptop.

May be that this files are XFA forms. This kind of forms can't be open on mobile devices.
