Split by non-Top Level Bookmarks?

I have a document that is 1,037 pages that someone sent to me - it's PDF of a series of emails. They sent it to me with bookmarks. I need to split it out into the individual email strings. But when I do "Split" it only gives me the option to split by the top level bookmark. That has the entire document. Is it possible to split by lower level bookmarks? What I need is to extract the documents by the 4th level bookmarks. Is this possible?

To give you an idea of what I mean, this is what it looks like:

The level in bold is how I need to save these. Any advice would be greatly appreciated. Thank you.

Yes, this can be done using a custom-made tool. For example, I created this (paid-for) tool that extracts the lowest-level bookmarks, and I can easily adjust it for your needs to extract just the 4th-level ones:
