Stop Layers Panel from opening with every PDF - Acrobat Pro 2023

Question

I opened one PDF which had layers. Now the Layers panel opens with every single PDF I open. Even if I create a blank page PDF, the panel opens when I open the PDF. I cannot find anything in preferences to prevent this panel from popping out when I open a PDF.
