Storage services that are compatible with shared review feature?

Any suggestions for services that facilitate the "send for shared review" feature? cloud storage or otherwise.

Looking for something that allows people from different organizations to review the same document, so local network solutions are a no-go.

Adobe has a shared review service that's online. People have to use a web browser for it. It works okay, but the commenting tools are really limited. There is no option for a text replacement annotation. But as far as Adobe's solutions, that's the only one that is available.
