Submit button not functioning for others.

Is there any way for when the file is accessed to make it auto open with acrobat or to make it save and then they open it from their computer. I'm finding most of my audience is accessing the file in a way that the submit button does nothing for them. From their phones or whatever browser they use. I cannot reach every single person to get them to set acrobat as default or expect them to know they cant open it in their brower. How do i make my form submittable for everyone? This adobe form feature seems very exclusive to most of my audience.
