Submit Button or Method for Attaching Adobe Pro DC fillable form to website

Probably not asking the right question but I want to attach a form for applicants to fill in and then sign and return to me via my website. It is for a fishing license and I need them to sign. I am using a MAC and I can't even get the form to be fillable from it! Further, there is no way of sending it back (mind you, pointless if I can't blasted well fill it in)... what the heck?

This means I don't have their email address upfront to directly send to the recipient to sign... I need them to be able to access the form and sign randomly and return randomly if that makes sense. In the old days, there was a submit button and it would be returned to the email address specified. Now the form doesn't even transpose!

On the right side click on "More" and use convert to Acrobat form.

You can add a form button with a submit action.

How? There isn't one through Cloud sign in unless I am very happily missing something, I don't have one on toolbar, I googled and it seemed to fail finding one... I was used to old Acrobat Pro having a submit button....???
