Submitting a form from an attachment to the PDF

Someone at my organization has a PDF form with buttons to open one of two PDF file attachments, which are both also forms.

Both file attachments have a Submit button to send the information for just that form by email. It works fine for those of us with Acrobat Pro, but those with Reader get an "operation not permitted" error.

All of our organization has either Reader XI or Acrobat Pro XI, so it doesn't seem like an issue about saving it as a reader extended version. But I did that for both the original PDF and the file attachments and it didn't make a difference.

When I add the Submit button to the original PDF it works just fine, with both Acrobat and Reader, but not when we try to submit from an attached PDF form.

Is it possible to submit from a PDF attachment using Adobe Reader? Or is there something about saving the attachment before sending that doesn't work with Reader?

I'd appreciate any tips or ideas for how to make this happen. And yes, I'll definitely talk to them about having everything in the original PDF (as opposed to using attachments) if that meets their needs.

They can't save the edited file as an attachment because they don't have the right to add (or edit) attachments in the original file.

What they can do is save the attachment as a stand-alone file on their computer and then submit it on its on, but not as a part of the "parent" file.
