Syncing Annotations ONLY

Wondering if a particular Adobe service will allow me the following -

1. To annotate PDF files on Android and PC platforms.

2. Sync those changes across PC and android platforms [& most importantly just be able to sync the annotation changes, without re-uploading the entire file because doing so on 12Gb worth of files would be undoable considering I make low amount of changes many times],

3. Allow me to make these changes in the cloud from any desktop browser interface, again without re-downloading the entire file first OR having to re-upload the entire file after the changes. Would Dropbox or Google Drive work and still allow the operations in #3.

That is a great idea! Please submit a feature request and I will vote for it. This is the main reason I never access my files from the cloud, because the entire file has to replied and redownload each time.
