Tab key from the table of contents in a PDF document

Hi, working from a table of contents, I press the tab key and then the cursor arrows up or down, there is a problem. If I am on page 5, and I press the down arrow, I go to page 1, without going through the previous ones. How can this barrier be solved? Thank you!!
