Tab order changes in Adobe XI Professional

I have manually changed the tab order on a form several times; however, after saving and reopening the form, the tab order changes to however Adobe seems to want it.

Have you specified the tab order to be used either on the Navigation Pane Pages or by using the drop down on the list of fields in the "Prepare Form" tool pane? Also you might want to set the Acrobat's Preference option for Forms "Automatically adjust tab order when modifying fields" to the unselected state.

Yes, I've used the Drop Down list of fields in the Form tool pane.  I have also changed the Preference option - nothing seems to work.  There are two pages to this form with hundreds of fill-ins.  After rearranging the tabs on page 1 at LEAST 10 times and over a course of 3 days, it finally "locked" the tabs in the correct order; however, no matter how many times, I can't get page 2 to "lock down" the correct tab order.  Every time I rearrange them and then save and reopen the form, they are all out of order again.  Really getting frustrated and its taking way TOOOOOOO much time!
