table of content in Acrobat DC

I have combined more than 12 chapters of a manual using Acrobat. The original just had many files some of which were not even containing a chapter number but many did. The numbering even went on just not displaying the numbers. Now I have them properly combined and need to create a table of content. What some other comments have suggested is to convert the entire manual back into MS Word, recreate a table of content then and reimporting it into Acrobat? That is ridiculously too complicated. There must be an easierr way to do this within Acrobat!!!!

You can make a TOC in Word (without importing original chapters, just the TOC), with text (manually typed) and no links. Then you can make a PDF. Now you can add links in Acrobat. This seems a lot of work, better to do it properly, all in Word or InDesign in the first place.
