Tagged Link in a List

I have a link in an "LBody" tag.  After running it through the PAC checker I receive the warning: "Link" annotation is not nested inside a "Link" structure element.  From what I can see it looks like it's nested correctly.  What am I missing?  Can someone help?

Please share the screenshot of the error message you received. Share the steps you do when the error appears.

Did you create the tags in the file? It would be helpful if you could share the file to check.
