Tagging: losing tags

I have two PDF files with Tags that individually pass Accessibility but when I merge them together, I loose the tags from the second document? Have you seen this? What is causing it? What is the work around? I have inserted the file various ways:
1. inserted the pages
2. clicked and dragged the pages
3. copy and pasted the pages
All three different approaches yielded the same results.

    Temporary/Optional Solution: I tried a 4th approach and this solved the issue, I actually slected the individual files, "Combine files in Acrobat" and this resolved my immediate issue, the tags come through, the problem is, this only worked because this attachment was at the end of the document, this will not always be the case.
