Tamil font not displaying correctly

I'm having trouble getting different fonts to display correctly. Using Noto Serif Tamil, this is how it displays in the tags & content panel:

Notice the two characters that don't display correctly. 

The original format is InDesign, fonts are embedded in the document and installed on my computer. Any suggestions?
