There is no button creation on toolbar in pdf prepare form

Cannot see button widget on the tool when creating pdf form under prepare form. Even if I copy paste a buttom from another pdf then in the properties of the button, there is no action page to define the behavior or configure javascript action to that button. can anyone help please

The form your working on may be an Adobe Sign form. Do you see this menu in "Prepare Forms" mode?

Select the "Revert to Acrobat Form"

I do not see this drop down for More
I only have to the right is more tools and below is what i see
