Thumbnails toolbar

Using Acrobar PRO DC, I want the Thumbnails panel to (1) always be open and to (2) show the toolbar with buttons for rotate, etc.  Also, sometimes when I manually open the panel, it will only have an option to control font size there and I cannot figure any way to get back to the normal toolbar.  (see image).

I realize that there are other ways to rotate a page but I use it frequently and want the button so I can do it with one click.

I have Acrobat Pro 7 on a different computer and cannot find a way to activate that Thumbnails toolbar at all.  Is there a way?
