Tooltip and form compatibility with other PDF programs

I created a pdf form using Acrobat for a client. We added notes to it telling the user to use Adobe Reader to view it. It seems that the client uses PDF Expert and many in their industry use BlueBeam. They noticed that the tooltips and some other form functions don't work in those programs. Does anyone know is there is a way to make a pdf tooltip universally compatible or is it just "their" issue and nothing we can do about it?

Sad but true. All non-Adobe PDF readers is an evil.

Tooltips don't generally work on mobile devices since you can't really "hover" above any objects on them (since there's no mouse, or mouse cursor), so I'm not sure this is a bug, per se. If you have other issues with missing or malfunctioning features in these apps you should report it to their developers. From personal experience, the people at Readdle (the developers of PDF Expert) are very quick in solving such problems.
