As you have received the prompt "Reached maximum number of recipients", it seems that you are using the Adobe Sign individual service plan. If you are using Adobe Acrobat to send the document for signature, it includes the Adobe Sign individual service plan.

In individual plan, there is a limit to add maximum of 10 recipient in one transaction. For more details on transaction limits, please refer to the following link: https://helpx.adobe.com/sign/using/transaction-limits.html

If you need to add more than 10 recipients, you will need to upgarde the service plan.
