Trouble filling out form

Recieved a 12 page form but when I open it and go to Fill & Sign I don't see the A button for adding text to the fields.  All the others are buttons are there though. In Document Properties -> Security Filling Out Form Fields is Allowed.  Images attached.

Hi David,

 

Annots tool is not visible for this file, seems like your file already have any field placed. This file could be an acroform.

Few queries:

1. What's the Acrobat version?

2. Since how long are you facing this issue?

3. Is this happenning with all the files or with few files?

4. Can you share the file?

 

Alternatively, for such files, you can try Prepare Form tool to place fields.
