Trying to do adobe accessible read order

I have an adobe PFD and one page will not allow me to say headers and text when trying tell what the items are on the page.  The first problem was to clear the old information that was wrong now I cannot put the correct headers in or say it is text.  I had another user try on her computer and she cannot add also.  What can I do because we need all the PDFs accessible.

@linda_CG I wonder the issue you describe with not being able to add headers or text to a specific page suggests that the page might be an image, a scanned document, or have security settings that prevent editing... You could try checking the document's security properties, which you can find under File > Properties > Security in Acrobat. If the document is an image, you might need to run Optical Character Recognition (OCR) to convert the content into editable text. Lastly, if the PDF is protected or corrupted, you may need to use a different tool or re-create the document to make it accessible.
