Trying to send an embedded PDF through email (Not Outlook/Gmail)

I have created a PDF, with embedded links. 
I'm attempting to send, almost as a "newsletter" style - but don't have Outlook or Gmail, as my professional account. 
Was hoping to send as source code, but can't figure it out

You cannot use a PDF to show in an email. Put it on a web site, and email a link.

What do you suggest the best way in designing a graphic and sending it with embedded links, would be?

HTML. Nearly all email viewers are setup for it, and there's even a spec.  But that's outside the scope of this forum.
