Turn off converting to editable text and images on Mac

This is a question posed elsewhere, but anything I found is either old or is for Windows, so the interface does not match.  Just to make clear, this refers to opening a PDF > selecting Edit > get a message "Converting scanned image to Editable Text and Images" appears, and you want to turn off that (invasive) feature.  Thanks.
