Type 1 font won't export to readable text in Word

I have a document with Hebrew / English text. The Hebrew format appears to be T T 1 B 3t 00

When I export this to Word or docx, it is jumbled Latin characters. The English text exports correctly

Any way to convert this to a font that will export the Hebrew characters?

Another doc that does export correctly uses New Peninim MT for the Hebrew.

Word has not properly supported type 1 fonts since 2013, I understand. However, jumbled characters is a different problem. Some PDF files do not contain the info to extract. This lack of info also makes it impossible to change font. These are probably type 1 fonts which assigned Hebrew characters in place of regular English characters, which was obsolete over 20 years ago. If you have good Hebrew OCR, you can try exporting as graphics then running OCR.
