Sorry, not possible. This is done via throwing away data (typically image quality) and that data is gone. I think the only options you have is (1) if you have a Mac and use Time Machine, you can go back in time and recover it. Alternatively (2), recreate the PDF.

You should always save as (a copy) after reducing the size.
