Unable to change tab order on one page of multi-page form

I have a 10-page fillable form. I am able to moved tab order for fields on every page but one (page 4). I have changed settings, closed and resaved, unlocked, relocked, changed the sort order, went back to tab order, and nothing works.

Is this a bug? Does anyone have a solution that doesn't involve rebuilding the entire form?
