Unable to edit PDF document

I have a PDF Document that was downloaded that is not allowing it to be edited. It wants to use paint to edit the document. I have tried re scanning the document but same result. Does anyone have a solution for this?

Open the document in Adobe Acrobat.

I think you may be in the wrong user forum. This one is for Adobe Captivate, not Adobe Acrobat.
