"Unable to find 'Adobe PDF' resource files.

Creating a PDF using the Acrobat menu from within a Microsoft Office application (Word, Excel, or Outlook) or trying to save the document as Adobe PDF results in the following error:

"Unable to find 'Adobe PDF' resource files. Acrobat PDFMaker. You must have Administrator privileges to install these files. Please contact your local system administrator."

I already downloaded ''Microsoft Visual C++ Runtime application' according to Adobe's official document, but the problem persists. Asking if there is any other solution.
