Unable to fully uninstall Adobe Genuine Service

I had similar issues of undesirable popups caused by a parasite app “Adobe Genuine Service”. I tried to uninstall, it uninstalled partially and but it’s still appearing in my installed apps and I am unable to uninstall. It’s apparently missing Adobe Cleanup Utility and I am unable to find this utility anywhere. Was this some kind of virus, maybe an official virus concocted by Adobe to force users onto the subscription. Is this even legal? Why can’t I completely remove Adobe Genuine Service? Thank you.
