unable to permanently unlock a pdf file

My coauthor and I send pdfs of chapters for revision back and forth. However, even though I unlock the file on my iMac and give my coauthor persmission to read and edit, she is unable to because the file is locked when she receives it. Is there a way to PERMANENTLY unlock a pdf on my Mac so it REMAINS unlocked when she receives it via e-mail?
