Unable to save comment via Save AS or Print Adobe PDF" to the new file

when I used Save As or Print to PDF, the comments were included in the saved PDF. However, now when I use Save As or Print to PDF to create a new PDF, only the document is saved—the comments are not included.

Hello did you try this way

If you have Adobe Acrobat Pro, you can "flatten" the file to bake the comments into the document permanently.

Go to Tools > Print Production > Preflight.

Select profiles and find the "Convert Annotations to Objects" or "Flatten" fixup.

Run the profile and click save.
