Unable to transform pdf file in Acrobat Pro DC.

What is happeing here? Every time I try to transorm a file it says you need to do it with Live Cycle Designer. 
I took the information from the chat room that is wrong. They sent me a link that I have to transform the pdf file to eps. Still have the same problem.
