Unsecured PDFs open as secured

I just got Acrobat DC 2017, and every time I open a PDF, I cannot edit it as it says it is secured - I have opened the same files on a Mac and have no problem editing. I turned off Enhanced Security and it STILL asks for a password - help!

Inspiring

I have recently seen this behavior on Windows. I had the user log out of Creative Cloud, reboot and log back in and PDFs started opening normally again.
