The added background doesn't show because there are a couple of layers of colored backgroud already in place. The white is a page size square below the text and the pink covers the entire two page area. Remove these and you'll see the light blue background added in Acrobat.  An updated copy is attached below. 

 

For this document it might be best to make the change in the original document and reconvert to PDF.
