Is it possible to upload downloadable PDF link to the cloud using API so that it should converted into pdf automatically inside the cloud , if so can throw some light on this

    Ok, here is the need.
    Through one of my internal software, i will get a downloadable pdf link , something like this https://www.africau.edu/images/default/sample.pdf
    I would like to get signature from external people through adobe secure sign API. 
    Is it possible to use adobe secure sign api to upload this link and generate document and get sign from them.?
    All should be done through API
