uploading issue-- website won't accept secure pdf

Hi, I'm trying to upload a college transcript to a grant website. It keeps rejecting the pdf, saying that there is an error reading the document. I can't modify the pdf. Changing browsers hasn't helped. Any ideas how to get it uploaded or what is the problem?
