User adjustments to PDF form

I have a client who asked if there is a way to grow/shrink text boxes based on amount of text (dollar amounts in this case).

Also, I've got the form set up with 4 bullet areas, but they wondered if it's possible to add bullets, as a user, based on whether they need the space or not. So, start out with 1 bullet area, but add bullets as they type. Is this even possible?
