Validating Signatures

All my preferences are set to validate signatures but the Validate All Signatures tab is ghosted out. Why? How do i make this a working feature?

Not real tech savvy so not sure what you mean by “workflow”, but here is a screen shot of the doc and the “Validate Sigs.” tab ghosted out. Thanks.
