Web page pdf extract certain pages into existing/open pdf

In our organization we have users that create submittals for commercial jobs. Currently they use eCopy 6.2 software. Trying to get them switched over to Adobe Standard DC but have run into something eCopy can do that i'm having trouble determining if Adobe can do as well.

My problem is a user will have a submittal pdf open in eCopy. They will browse out to a website and open a pdf in the browser only. Not technically downloading, just viewing in the browser. They will then Print certain pages or all of the pdf using a piece of software from eCopy that will allow them to amend to their existing pdf at the end. So basically having one screen open that is the saved pdf, and going out on the web importing certain pages from pdf's into the existing saved pdf building a submittal all without having to download pdf's and extracting the pages out.

I've been unsuccessful in figuring out if this is possible with Adobe. Can someone kindly give me feedback and/or guide me on how to do this?
