What is a permissions password?

The pdf I am trying to open is requesting for a permissions password. What is the permissions password for Adobe Acrobat? The sign in password for Adobe is incorrect as permissions password. Please help.

A PDF can have a password and permissions applied to prevent copying, changing, or printing of the file. It sounds like you are opening a file where the author has limited access with a password. This is different to your access of Acrobat itself and is specific to the file.

You need to contact the author/owner of the document to open that one. It's a document protection and the author wanted to limit access to the document.
