No, you are getting only one conformance. PDF/X-1a. The reasons for this are historical. 18 years ago, you might have found a PDF/X-1 file that was not PDF/X-1a, but today only PDF/X-1a is still used (and that is considered almost obsolete, except by the people still using it).
There are two different keys here. I'm going to quote ISO 15930-1, the PDF/X-1a specification:
"The value of the GTS_PDFXVersion key for files prepared in accordance with this part of ISO 15930 is (PDF/X-1:2001)... A PDF/X-1a conforming file shall be further identified using the GTS_PDFXConformance key in the Info dictionary... The value of the GTS_PDFXConformance key in a PDF/X1a conforming file shall be (PDF/X-1a:2001). "
So your file is correct. Anything else would be wrong, and rejected.
