what's most efficient way to make non-fillable a bunch of fields on each page of a multipage document?

this is the typical "tax organizer" tax pro's send to clients each year for individual tax preparation.  Ridiculous, but tax software vendors don't make the fields fillable to make it easy for clients to type in. 

This has to be done client by client since every organizer is different.

Acrobat makes way too many fields fillable automatically.

Ideally, there'd be a way I could highlight all the fields on the left side of each page and turn off fillable fields for that area of each page.
