When a government site uses PDF files why should I pay to open them? I am not a company

I continually have problems opening PDF files ever after I down load the product .

  I get a request to pay a monthly fee just to open the files that are sent to me .

      Why does anyone use this product.

Sounds like you downloaded the paid for product, when you wanted to download the free product. Why would you do that, when you're not a company?

To just open PDF files you can use Adobe Reader. It's free.
