When combining, text is getting garbled

Here is the problem.  I am using PDF pro and when I combine documents the text becomes messed up.  This does not apply to all the text but rather the added text by a third party.  As you can see in picture, the text goes from clear to smashed together.  From what I can piece together, this seems to be some issue with embedded fonts (ArialMT).  Possible that the agency adding the text is using an older version, or some other issue.

 

To clarify a few things, I am using the most current version and keep Adobe Acrobat up to date.  Secondly, this has happened before many times and Adobe seems to patch the fix at some point.  Lastly, I cannot reach out to the agency who is creating the added text as it is a government entity.

 

Given the above and the pictures, I am looking for Adobe to either provide a fix within setting or patch the issue.  I already use the work around by printing the documents via MS print to PDF but that is greatly slowing down productivity.

I have yet to receive any coorespondence or fix from Adobe.  I reached out to the S.S. with what they were asking for and no response.  This still a known issue and affecting 1000's of PDF's and is not limited to our firm, but firms sending me work.

Unfortunately the documents are confidential in court proceedings and I wouldn't be able to share them.  I noticed the issue is arrising from 1 court system, possible that they are using a legacy version.
