When I "remove security" it says I entered the wrong password even though I entered the correct pass

I ran "Security" > "Advanced Options" > "Remove Security" to remove the password. However, even if I enter the same password I entered when opening the file, it says that I entered the wrong password.

What's the matter?

With the open password you can't change the security. You need the permission password for this.
