When I take fillable forms and use them to create a binder, I lose the capability to fill in the forms after the binder is created. I used to be able to complete the forms in the past but now the functionality is gone. Any suggestions?

I am taking multiple pdfs and creating a binder. In the past, I was able to “fill and sign” individual documents within the binder. Now I receive an error that “The author of this form as specified the fields which you can fill. Click on any field to start filling form.” None of the fields are “fillable”.

If the original PDFs are still fillable before you create the binder, I’d check whether you’re creating a regular combined PDF or a PDF Portfolio. Acrobat handles form fields differently depending on how the files are combined.

Also, open one of the original PDFs in Acrobat and go to Prepare a form to confirm the fields are still there. If you are combining multiple copies of the same form, make sure the fields have unique names, because Acrobat can treat identically named fields as the same field across documents.

If you can share the exact steps you use to create the “binder” and whether it is a PDF Portfolio or a combined PDF, that would help narrow down what changed.

I hope you are doing well, and thanks for reaching out. Sorry for the trouble; that message is confusing to run into.

A few details would help narrow this down:

Before combining them, are the individual PDFs still fillable on their own, or does the issue only show up after they're merged into the binder?
Do any of the source PDFs have security restrictions or a digital signature on them (Document Properties (Ctrl,Cmd +D) > Security)? That combination is a common trigger for this exact message.
Which Acrobat version and build are you on (Help > About Adobe Acrobat), and is this on Windows or Mac? Try updating the app to the latest version 26.002.21901 Planned update, Sep 08, 2026 and reboot the computer once.
When you combine the files, are you using the "Combine Files" tool and choosing the binder output specifically, or a different method?

Good afternoon,

I found my issue and another work around but maybe you can offer another suggestion. Below are the answers to your questions:

Yes, the individual pdfs are fillable on their own and the issue only shows up when merged into the binder
Yes, one of the documents does have security. I read that if I “save a copy”, I can remove the security, which I believe is causing the issue. I tried that, and checked the security of the copy and it appeared to be gone; however, I was still receiving the error. My workaround was to edit the binder and then “organize pages” and add the document causing issues before saving.
It is on Windows and appears to be the same version you list above.
I use “combine files into Acrobat and then select my files and “combine”
