Mozilla Firefox isn't using any Adobe software to display the PDF file in it's UI and nor does this Mozilla software observe the PDF Specification (ISO 32000-2) in regard to file print permissions. You would need to talk with Mozilla about why it is not observing the PDF Specification (ISO 32000-2), because it is their software that you are using to print the PDF file.
